Could test cases data be stored in database ?

Yes they could.
Part of the benifit to storing the files in xml and in subversion is that they are easy to move/port around. In reality they are just text become text files and not hidden away in a database somewhere. Using a simple xslt transform you can convert the xml docs into whatever format you would want.
