Description
I have noanonymous installed and active and I was digging through some apache logs and I'm seeing crawlers getting http 200's on urls with ?format=txt in the browser and wiki modules. Perhaps more.

Confirmed. Seems like when noanonymous is active, it should somehow revoke all permissions from anonymous users and then handle permission errors much like PermRedirectPlugin.
