Description
I'm not familiar with the Trac API, but I have done some Python.
If you don't plan to keep this project alive, would you at least allow some of us to do so?
I would really like to see this actively developed, but it seems like the maintainers have left it to rot...

I did a bit of work with the PyPerforce wrappers some time ago in attempting to update it to support P4API 2009.2 and Python 2.6/2.7 which may help the effort to revive this project. See the SVN trunk for latest.
I have not looked at the Trac API since 0.10 and so am unsure what needs to be done to bring it up to date.
I do not currently have time to maintain this project and am happy to handover to someone who wants to continue with the project.

I posed a notice PerforcePlugin@32 that the plugin is available for adoption. Just follow-up here or in a new ticket if you'd like to adopt it.
I suggest not posting this as anonymous, and taking a look at AdoptingHacks.
