decoding Unicode is not supported

Description

When defining references inside a code block on a wiki page it cannot be loaded due to the following error: 

Error: Macro BibAdd(wiki:refs) failed
decoding Unicode is not supported

I think it might have something to do with ​http://trac.edgewall.org/wiki/TracDev/UnicodeGuidelines#QuestionsSuggestions

The problem should be fixed in r9943.

another usage of unicode() fixed in r9944.
