This is not what I observe. As I noted in the ticket description, they both link to panels that have the same functionality and appearance. The Delete and Delete Changes links on the webadmin panel are exactly the same.
Anyway, I have uninstalled the plugin as it was far too broken to be useful.

Okay, on further testing I've found that the description you provide is entirely true. It would be nice to merge the two admin panels.

I updated to trac-0.12 meanwhile. So I don't need to use this plugin anymore.

Delete was renamed to Delete Tickets in [9692]. No enhancements are being made to the plugin, so this ticket is being closed.
