Notification are not sent when tickets are imported (was: Email addresses as Usernames)

Description
Our trac installation uses email addresses as usernames, and for some reason the TicketImport fails to recognise these as valid usernames when importing either the xls or csv, and therefore doesn't send out any email alerts.
Trac does however manage to assign the tickets to the correct users - any ideas? Maybe I've missed something.

Thanks for getting back to me so quick. I appreciate you don't have the time, more of a suggestion than anything else.
A summary email would be fine - unless the imported tickets where assigned to a range of users i.e. would each user get the summary email? Or only get a summary for what is assigned to them?
It takes no time for me to fire up an email to alert the users, but if it could tied in with the Trac notification stuff, then would be great.

we are also interested to use your plugin.
I think you should send an email for every modified or added ticket. If the ticket import modify or add 100 tickets, there are 100 problems and the ticket owners must be informed. If the ticket import contains 100 tickets, but only 5 tickets would be changed (or added), then only the 5 ticket owners should be informed.
If someone need a max value of emails send by ticket import, there is a possible feature to configure a maximum value for mails to send (otherwise a warning should appear). But this feature only if you have time to implement. Currently I would be happy, if all owners of modified or new tickets are informed.

Ticket Import plugin isn't integrated with the notification stuff: currently no email notification is sent (no matter what the username are) when tickets are modified or imported.
I don't think it would be too difficult to implement, though... but unfortunately I don't have the time.
The first question would be actually - should it send an email for *each* modified or added ticket ? It may be a lot of emails... Better maybe to have only one summary email sent ?
