web gui cannot create svn

Description

I always get the following error in the web_gui regardless of svn repository baseurl I enter. 

svnadmin: Repository creation failed
svnadmin: Could not create top-level directory
svnadmin: '' exists and is non-empty

Set your email in Preferences
Action
as new The ticket will remain with no owner.
