More optimal layout for hours_ticket template

Description

Attached patch makes the view not breaking into two lines with a rather wide input areas for hours and minutes.

Of course, even better way would be to define CSS.

Yes, looks much better. In fact, let's make the hour box 3 wide and the minute box 2 wide. Seems reasonable that a user won't have more than 999 hours on a ticket.

Action
