svnsync init on Windows

Description

First: In order to make the init work with Windows you need to create a empty 'pre-revprop-change.bat' file.

Second: As far as i can see you need this '​file:///D:/...' instead of '​file://d:/...'

i don't have a windows machine at my disposal nor am i particularly knowledgable or windows development, so i may not be able to fix this at any time in the immediate future; patches welcome!

Added a patch for Windows. Could not test it with linux.

(In [4076]) updates to generalize the svnsync plugin for windows (untested on windows); hopefully fixes #3361 ; cleanup; bump microversion to reflect change

i've incorporated elements of this patch in r4076 ; this works for linux, don't have windows to test it out, but i think/hope that all the essentials are there; please reopen if this doesn't work with new symptoms
