IniAdminPlugin: [Patch] Hiding some options

Description

Changing some options causes critical damage to Environment, [trac] database and so on.

This patch suppress display and change configured options.

Set your email in Preferences
Action
as closed The owner will remain Alec Thomas.
The resolution will be deleted. Next status will be 'reopened'.
