Genshi Template not provided with ScrumPlugin

Description
The ScrumPlugin is not shipped with the Genshi Tempalate for use with Trac 0.11.
Also IRequestHandler methods are not updated, they are still returning Clearsilver Templates, instead of Genshi Templates. Neither is there any commented code for Trac 0.11
