Provide option to show a compact warning message based on warden rules

Description

In case of descriptive rule definitions there is no need to display the conditions in the warden's warning message. So I thing we should provide an option to only display the rule description. I have implemented a solution which can be enabled in Trac.ini (see KisWarden's description). I have attached the patch to the ticket.
