Use tags plugin API for handling gallery tags

Description

I noticed that the GalleryPlugin uses an internal tagging system. Thinking that this would be a good opportunity for some code reuse, I sent a patch to Muness and he added a ​tag API to his tags plugin. It lets plugins both use the existing tag system, and hook their own tag system into Trac for use by other plugins.

It would be cool if GalleryPlugin could use this API, though perhaps optionally so the tag plugin is not a hard requirement.

This plugin does not appear to be supported any longer. Please see the ScreenshotsPlugin for similar functionality.
