I get the following error when trying to run:

I have the following in my trac.ini
[components] combinewiki.* = enabled webadmin.* = enabled
I still get the same error.

CombineWiki will use the [pagetopdf]section in the same way as the PageToPdfPlugin,though you can override options there with a similar [combinewiki] section. Note that the PageToPdfPlugin is not required as a dependency.

Hi, I have had already this error in the past. Try to disable / enable the plugins (all checkbox).

$10 says you do not have the plugin enabled correctly. That error would mean you don't have any output formats enabled. Double check that you have something like this in trac.ini:
