See 10911. I wonder, whether the LoomingCloudsPlugin functionality would make more sense as a feature of TagsPlugin, instead of a separated plugin.
To me it seems, that LoomingCloudsPlugin is not compatible with the current TagsPlugin. If the plugins were merged, incompatilibity would not happen.

TagsPlugin has autocomplete now. I don't think the UI design of this plugin is good, and it shouldn't be added to TagPlugin unless we make major changes. See also #13604.
This plugin will need to be modified so that it doesn't use
ITemplateStreamFilterif we expect it to work with Trac 1.5.1 and later.
